Grants to FLPA-affiliated clubs for organising photographic exhibitions and events
These rules set out the arrangements for awarding grants to member clubs of
FLPA for organising photographic exhibitions and events related to
artistic photography.
Article 2 ‒ Eligibility conditions
Grant applications concern:
a) organising a photographic exhibition (authors' salon) involving at least five authors from one member club, or jointly organised by authors from different member clubs;
b) organising a photographic event of national or international scope.
Any project for which a grant is requested must be held under the
auspices or patronage of FLPA. Any applicant entity therefore agrees
that the data submitted to the FLPA treasurer will be passed on to the
relevant FLPA department.
Article 3 ‒ Award arrangements
- For organising an event referred to in 2.a), a lump sum of €150 will be granted.
- For organising an event referred to in 2.b), a grant may be awarded if a budget deficit is shown by a detailed statement of income and expenditure after the event has closed. This grant will be approximately half of the deficit recorded and may not exceed €1,000.
On pain of nullity, the detailed statement must reach the treasurer no later than 2 months after the close of the event.
- The application must be submitted by the club to the federation's treasurer. It will be placed on the agenda of a meeting of the FLPA Board of Directors.
- The application must include:
a precise description of the project (exhibition or event);
the detailed provisional budget (for an event referred to in 2.b);
the list of photographers involved;
the planned date of the event.
Article 5 ‒ Submission deadlines
- For organising events referred to in 2.a) and b), the application must be submitted at least 4 months before the planned date of the event.
- For organising an event referred to in 2.b), in addition to the above application, a detailed statement of income and expenditure must be submitted to the FLPA treasurer no later than 2 months after the close of the event.
- Each club may submit only one grant application per year for each event referred to in 2.a) and b).
Article 6 ‒ Processing of applications
- The FLPA Board of Directors examines and approves applications according to whether they meet the set criteria.
- The decision is communicated within a reasonable period after receipt of the application.
Article 7 ‒ Miscellaneous provisions
- Any change to the project must be the subject of a new application to FLPA via the treasurer. Any change may, where applicable, invalidate a decision previously taken by the FLPA Board of Directors.
- Any irregularity found in a detailed statement of income and expenditure submitted after the event has closed may invalidate any decision or grant previously awarded by the FLPA Board of Directors, which may, where applicable, request repayment of the grant.
- The beneficiary must state in its communication materials that the event is supported by the federation (with FLPA patronage or under its auspices).

Badges
FLPA badges
SFLPA (silver)
HonFLPA (gold)
Both show the geographical outline of Luxembourg set into a camera bearing the abbreviation FLPA.
The badges are awarded to licence holders from an FLPA-affiliated club, on a written proposal from the clubs and on the basis of detailed justification. They are awarded annually.
The silver badge rewards in particular:
- active participation in local, national or international exhibitions for at least 10 years;
- at least 10 years' service on a club committee;
- or exceptional and lasting services to FLPA or to photography, with recognised national impact.
The gold badge rewards the same merits over a minimum period of 20 years.
The FLPA Board of Directors may also, exceptionally, award a badge to a person who does not hold a licence. The official presentation takes place at a national event or official meeting, by a member of the Board of Directors.
Text approved by the FLPA Board of Directors on 2 September 2020.
Jury
National jury
The National Jury pool consists of members nominated each year by the affiliated clubs, holding an FLPA licence and at least an AFIAP distinction, and recognised for their photographic expertise. Judges must show absolute impartiality, must not take part in the competition being judged and must refrain from any comment on the works.
Every jury session under FLPA patronage is supervised by a delegated observer who ensures the rules are respected. Judging is based on a standardised scoring system (0 to 10) founded on the photographic and artistic qualities of the works. Decisions are taken by majority vote, are final and cannot be changed by the organisers.
The organising club provides the material conditions, ensures the session runs smoothly and communicates the results to participants. Maximum acceptance rates are set at 35% for national salons and 25% for international salons, per section.
The FLPA National Jury consists of three judges, including at least one member of the national pool and up to two foreign judges, convened as required.
Licence
Regulations on FLPA licences
The applicant authorises FLPA and its affiliated clubs to use their personal data in connection with organising events.
The annual deadline for licence returns and invoicing is 30 June.
The licence may be revoked at the member's request, on a reasoned request from the club with the Board's agreement, or by a reasoned decision of the FLPA Board of Directors.
Any change to a licence is notified by email to the member and the club concerned.
